A problem we often have with using bottles of oil is not being able to dose correctly. One thing that can be done with the plastic ones - which are typical of certain oils but also of vinegar and other products - is to remove the part of the cap that looks like a tab and turn it upside down by fitting it into the top of the lid. In this way, only small slits will remain open which will regulate the oil flow and allow you to dose food properly.

Cutting up chillies requires skill, in the sense that they should always be held by the stem and touched as little as possible, especially the insides. If you really can't, however, avoid coming into contact with the seeds and the "burny" parts, to prevent your hands from burning, put some oil on them and rub it in.
